ESSER Funding For Schools
Elementary and Secondary School Emergency Relief (ESSER) represents three relief packages that the US government has passed in response to the COVID-19 pandemic. These funds provide an unprecedented level of support for K–12 schools. Legislation provides more than $193 billion in aid to state education agencies (SEAs) which must sub-award 87.5 – 90% to school districts. An additional $9.7 billion has been directed to governors to support private schools.
COGx solutions address learning loss through the implementation of evidence-based interventions that benefit all students. For that reason, Developing Sophisticated Learners, Becoming a Sophisticated Learner, a COGx Learner Profile, and Individualized Cognitive Enhancement programs are approved use of ARP ESSER Funds.

ESSER Fund Stipulations
- Activities that address learning loss through the implementation of evidence-based interventions and ensure that those interventions respond to students’ social, emotional, and academic needs.
- Activities that address the disproportionate impact of COVID-19 on underrepresented student subgroups (each major racial and ethnic group, children from low-income families, children with disabilities, English learners, gender, migrant students, students experiencing homelessness, and children and youth in foster care).
- Support for blended, virtual, and hybrid learning to aid in regular and substantive educational interaction between students and their classroom instructors.
All COGx Solutions meet the following stipulations of ARP ESSER Fund: Each COGx Solution uses insights from research to mitigate learning loss and support all learners.
